Generally, foreigners are not allowed to stay in these places, as the hotels need a special permit which only the two to five star ones or youth hostels can get, but they sometimes let you stay anyway.Duchang is pretty far off the tourist trail, and in places like this it's easier to be admitted to the inns and local hostels.
