Emirates Towers used to be the two tallest buildings in Dubai between 2000 and 2009 (surpassed in 2009 by Almas Tower and in 2010 by Burj Khalifa). They house a luxury hotel with a high atrium, a shopping galleria, the office for the regent, and other offices.
