The funny part about this is that Dubai keeps building these crazy expensive tall buildings to impress people who don't care about them. These wealthy arabs keep building these places however all the richest people in the world will not move to Arabia. They won't come to live there. They will come visit but no matter how much booze and naked women you allow into those places you all will still be Arab to the West. Spend a billion... spend 4 billion they still won't remember or be able to pronounce your name. They will however take some humus to go.
