Probably not even that. Think of a coke bottle with nothing inside falling down in the ocean. The same principle applies. It would accelerate due to gravity, but in a very limited fashion. It's terminal velocity would be too low to make a significant impact on the water surface.

Not true, winds would still affect the net drag so much that the ball would float after contact with the ocean. It isn't physically possible for the ball to sink below the ocean line even if you dropped it from the upper atmosphere. Same thing with partially filled water balloons, empty plastic bottles etc.
