The witch must have forgot to lock the tower or coming down the stairs wouldn't work.

Now that I see the original it makes more sence for the chair, bear, hair and stair. In the german translation of this scene the word play didn't work therefore the prince asked Rapunzel to throw done just something. Introduced was it as "an adaptation of a famous fairytale".
