Why cant the brine be used to make sea salt instead dumping it back
in the ocean running the risk to kill even more marine life than just

Unfortunately most of what you are saying is conspiracy theory and untrue. Most water pollution comes from farmers because they don't know how to use their chemicals or control drainage off their lands or because they are using outdated farming techniques in high evaporation areas. Clean water is a very very complicated everywhere in the world, rich and poor.
